POSITION
The Department is opposed to this proposed
Legislation. The bill adds unnecessary
delays and costs to a process already established through the Natural Resources
Commission.
PROBLEM/BACKGROUND
Currently, the Natural Resources Commission serves as
the forum for public notification for park openings and facility expansions. The Department views this current process as
sufficient public notification.
DESCRIPTION OF BILL
This bill, if enacted, would require notification in
writing to each affected local unit of government, any proposed opening or
expansion of a State Park facility. The
bill would also require public hearings for the purpose of gathering input from
interested parties regarding such park openings or expansions.
SUMMARY OF ARGUMENTS
Pro
This legislation would provide for additional public
input regarding park openings or expansions as well as establish a formal
notification process relative to local governing bodies.
Con
This legislation adds a time and cost factor to a
process already in place. Proposed
projects and park openings could be delayed if this legislation were to be
enacted.

Potentially significant costs for staffing, travel
and meeting space would be incurred to hold public meetings. Costs for local governmental unit
